They were once a common sight at racetracks: veteran handicappers hawking homemade tip sheets. A few can still be found at the Saratoga Race Course every August. Monmouth Park racetrack used to have many purveyors of pony picks, who handed out sheets with names like Turf Master, Jack’s Green Card and The Gold Sheet, but they have dwindled, along with attendance at the track.
The last of the breed at Monmouth is George R. Williams, a k a Jersey Jorge C.P.H.
“That stands for certified public handicapper,” Mr. Williams said on a recent Saturday. “I tell people I received that title at Cambridge, England. It’s baloney, but it works.”
