Kentucky 'breakage' bill heads to the governor for final passage

A Kentucky bill that requires penny breakage on a winning wager and puts a 1.5 percent tax on pari-mutuel wagers made on the state's tracks passed the Kentucky Senate Tuesday and is expected to be signed by Gov. Andy Beshear. 

The reduction of breakage, which at most tracks is rounded to the nearest 10 or 20 cents on winning wagers, will mean higher payouts to horseplayers at Kentucky tracks. 

The bill passed the Senate Tuesday on a vote of 33-1 and later in the day passed "concurrence" with the Kentucky House. Last week, the House passed the bill with a 66-29 vote.
